Srinagar, cni The Government of India has initiated a major filtration drive under the Smart Public Distribution System (Smart PDS), aimed at removing ineligible consumers from the list of ration beneficiaries.

The move is part of a nationwide operation designed to ensure rightful targeting of food subsidies, which is expected to save the exchequer nearly ₹50,000 crore annually and reduce the distribution of food grains by 37,000 metric tonnes.Currently, around 81 crore people across the country receive free ration under the Antyodaya Anna Yojana (AAY) and Priority Household (PHH) categories.

With the Smart PDS digitally linking multiple government databases including Aadhaar, PAN, Transport, Agriculture, CBDT (Income Tax) and GST, the system is filtering out over 22 crore ineligible individuals to ensure that only deserving and economically weaker families continue to receive benefits.In the Kashmir Valley alone, 5,60,524

consumers are set to lose their eligibility for subsidised ration, based on improved socio-economic conditions verified through various government records. These include ownership of vehicles, income tax filings, land records and participation in other subsidy schemes.

The deletions are part of a data-driven exercise meant to eliminate duplication, misuse and wrongful claims.According to official figures, the highest number of deletions in Kupwara with 97,604 consumers, followed by Anantnag with 91,624 and Baramulla with 79,892.

Budgam accounts for 76,089 deletions, while Kulgam follows with 50,247. Other districts include Bandipora (44,008), Pulwama (41,934), Ganderbal (26,910), Shopian (20,726) and Srinagar (31,489). These figures include both AAY and PHH ration categories.The Smart PDS system has flagged several categories of consumers for exclusion.

These include individuals listed on silent ration cards for over six months, duplicate or deceased beneficiaries, those above 100 years of age, and single-member households where the beneficiary is below 18 years. Other filters include individuals listed as directors in firms, landholders under the PM-Kisan scheme owning more than 2.47 acres, those earning above ₹6 lakh annually as per

CBDT data, vehicle owners as per Transport Department records and GST filers with a gross turnover exceeding ₹25 lakh.This also means that individuals owning four-wheelers or commercial vehicles, those with significant landholdings, and those filing income tax or GST returns will no longer qualify for subsidised ration.

Consumers found to be wrongfully availing multiple government schemes—such as PM-Kisan, old-age pension, marriage assistance and other welfare benefits—through outdated or misleading documents are also being filtered out.A significant issue uncovered during the filtration is that many individuals receiving PM-Kisan

benefits, meant strictly for farmers,some have been found to declare land ownership of up to 2.47 hectares in official records. However, on the ground, they often own far less. These discrepancies may lead to deletions from multiple government welfare

schemes.Meanwhile, the Ration Card Management System (RCMS) website has remained defunct since June 1. This shutdown occurred due to the ongoing technical integration of databases from other departments into the Smart PDS framework.
