Jammu : On behalf of displaced Kashmiri Pandits inviting your kind attention towards the plight of the displaced Kashmiri Pandit community, who have been living in exile for over three decades now. Despite numerous efforts by successive governments, the community continues to face severe socio-economic challenges that hinder their integration and development.
So, it is imperative that a comprehensive economic empowerment program be instituted to address their long standing issues and enable their sustainable development and their dignified life.
Sir, the Kashmiri Pandit community has historically been known for its contributions to Indian culture, education, and administration. however, the forced exodus from the Kashmir Valley in the 1990s resulted in the displacement of thousands of families, causing a significant disruption in their lives. The community has faced difficulties in accessing education, employment, and housing, which have hindered their growth and contribution to the nation’s progress.
Sir, in light of this, we propose the following measures for the comprehensive economic empowerment of displaced Kashmiri Pandits:
1. Economic Rehabilitation and Livelihood Programs.
Establish dedicated economic zones in key cities across India with tax incentives for businesses that employ displaced Kashmiri Pandits. Additionally, provide interest-free loans and grants to support entrepreneurial ventures within the community.
.2.Education and Skill Development.
Create special scholarships and reserved seats in educational institutions for the children of displaced families. Implement vocational training programs tailored to market needs to enhance employability and economic self-reliance.
3. Cultural Preservation and Integration.
Support cultural centers and community hubs that celebrate and preserve Kashmiri Pandit heritage. Promote initiatives that facilitate cultural integration without losing the unique identity of the community.
4. Empowerment evenues.
Employment of Kashmiri Pandit youths in central departments and undertakings, along with a 5% reservation in all central departments and undertakings, is crucial for their economic development. This initiative would provide them with opportunities to work in these departments, demonstrate their worth, and contribute to the nation.
5 . Housing and Infrastructure.
Develop affordable housing schemes specifically for displaced Kashmiri Pandits at present locations as most of them are residing in rented accommodations , ensuring access to essential services like healthcare, education, and transportation. This will provide stability and a sense of community for those in exile, till they will be permanently settled in valley as per their will and choice at one place.
6. Representation and Advocacy.
Establish a dedicated governmental body or a special committee within the Ministry of Home Affairs to address the concerns of displaced Kashmiri Pandits, and ensuring their representation in policy-making processes.
Sir, your esteemed leadership has shown a deep commitment to the idea of “Sabka Saath, Sabka Vikas, Sabka Vishwas.” The inclusion and
empowerment of displaced Kashmiri Pandits align perfectly with this vision. A focused and compassionate approach to their rehabilitation will not only correct a historical injustice but also harness the potential of this resilient community for the greater good of the nation.
Sir, we trust in your administration’s ability to bring about meaningful change and we are hopeful that these suggestions will be considered with the urgency and importance they deserve.
Thank you for your time and attention to this matter.
Yours sincerely,
[ Kundan Kashmiri]
