Urgent Call for Relief and Justice to Left Out Kashmiri Migrant relief holders in Delhi-NCR : By Kundan Kashmiri

It is indeed a matter of joy and partial relief that many displaced Kashmiri Pandit families residing in Delhi-NCR, who had submitted the required documentary evidence — including Aadhaar cards and other verification documents — to prove the authenticity of their family members, have finally received their long-pending relief dues, except for the last two months. This development is certainly welcome, and we appreciate the efforts of the authorities involved in facilitating this long-overdue payment.

However, the ground reality for other significant number of displaced families still remains grim. Many relief holders are still left out — unpaid and unheard. These families are struggling to survive, deprived of their basic monthly financial assistance. Their condition has reached a point of desperation. They are unable to afford their daily domestic needs, pay school fees for their children, or purchase essential medicines for their ailing family members. This silent suffering of our community is not just an administrative lapse — it is a humanitarian crisis that demands immediate redressal.

Some of the issues and errors found in the relief and ration cards are not solely the fault of the relief holders, but also reflect administrative negligence. The Delhi administration failed to regularly verify card details, update family compositions, or process necessary additions and deletions over time. This lack of timely oversight has led to multiple discrepancies, ultimately resulting in the denial or delay of rightful relief to genuine beneficiaries. Hence, the Delhi administration must take a positive, humanitarian, and lenient view of this issue and work sincerely to resolve the matter with empathy and urgency.

I strongly urge all organizations, especially KSD and other community platforms, to step up their efforts with renewed energy and a collective sense of responsibility. It is imperative that the processes of addition and deletion of family members, correction of existing data, and updating of records to match the government’s records be taken up on a priority basis. These steps are crucial not only to streamline relief disbursement but also to ensure that no deserving family is left behind.

We also appeal to the Delhi Government and the Central Government to take urgent and sensitive notice of this pressing issue. These displaced families are not beggars — they are victims of terrorism and forced migration. The monthly relief they receive is not a favour, but a moral and constitutional obligation of the Indian State towards its own citizens who lost their homes, livelihoods, and cultural roots due to no fault of theirs.

A sincere effort must be made by the concerned authorities to hold special camps or set up dedicated help-desks to rectify errors in relief cards, verify data afresh if needed, and ensure timely release of relief from retrospective months to those who were left out. The process should be transparent, empathetic, and conclusive — no family should be made to suffer due to bureaucratic red tape or clerical mistakes.

Furthermore, a permanent mechanism should be put in place to prevent the recurrence of such crises. Regular audits, coordination between departments, and the use of updated digital systems can make the process more efficient and inclusive.

Let this not be another episode of delay and neglect. Let this be the turning point where justice is delivered to the Kashmiri migrant relief holders in Delhi-NCR with dignity and urgency.

We seek justice, not charity. We demand recognition, not rejection.

On behalf of the suffering families, I, Kundan Kashmiri, community Sevak, appeal to all stakeholders — administrative and political — to rise above routine and redress this long-pending injustice at the earliest. Let us not allow bureaucracy to bury the cries of those who have already lost too much. The time to act is now.
