reaffirming the collective responsibility to deliver justice and legal aid to defence personnel and tribal communities.

He stressed that justice must not only be available but also accessible, highlighting the government’s initiatives such as amending legal aid rules to include defence personnel, setting up clinics in cantonments, and using technology-driven platforms for wider access. For tribal communities, the CM underlined measures like

increased capital expenditure of ₹98 crore, operationalization of six Eklavya Model Schools, and 255 legal aid clinics. He emphasized training para-legal volunteers from within tribal communities, expanding Tele-Law platforms, and strengthening ADR mechanisms.

Announcing a dedicated Law University in J&K with an initial outlay of ₹50 crore, CM said the institution will focus on tribal law, military justice, and constitutional studies. Concluding with a call for inclusive justice, he quoted Mahatma Gandhi, saying, “A nation’s greatness is measured by how it treats its weakest members.” CNI
