J&K ACB Registers Case Against Govt School Headmaster, Contractor for Misappropriation of Funds

Udhampur, CNI:- The Jammu and Kashmir Anti-Corruption Bureau (ACB) has registered a formal case (FIR No. 01/2025) at Police Station ACB Udhampur against Sajjad Hussain, then Teacher and Incharge Headmaster of Government Middle School Jandreli, Zone Chassana, Reasi, along with contractor Abdul Aziz and others, in a case of financial misappropriation and substandard construction work.
The case has been filed under sections 5(1)(d) read with 5(2) of the J&K Prevention of Corruption Act, Svt. 2006, and section 120-B of the RPC. The ACB initiated the probe following a report from the Director of School Education, Jammu, which highlighted allegations of fund misuse and poor-quality construction at the school site.
According to the ACB, Sajjad Hussain had received ₹11.50 lakhs under the Sarva Shiksha Abhiyan (SSA) scheme for the construction of a new school building during 2016-17. However, the funds were allegedly misused as the work was awarded to contractor Abdul Aziz without following standard procedures or codal formalities.
A spot inspection conducted by the ACB’s Engineering Wing revealed several serious shortcomings in the construction. These included visible cracks between slabs and beams, incomplete electric fittings, lack of cement flooring, missing glass strips, and improperly installed doors and windows. Moreover, there was no proper maintenance of financial records, including the cash book, and payments were made without adhering to official protocols.
The Bureau has estimated a direct loss of ₹1,65,634.86 to the government exchequer due to the irregularities.
The investigation concluded that Sajjad Hussain, in connivance with the contractor and others, abused his official position to execute substandard work and conferred undue benefits upon himself and his associates. (CNI)
