“Kashmiri Pandits: How Long Will the Nation Ignore Our Pain and Deny our Justice?”
Issued by Kashmiri Pandit Conference (KPC), led by Kundan Kashmiri ( Kashmir watcher & President KPC)
Enough is enough sir, as for 35 long years, the displaced Kashmiri Pandit community has suffered in silence—ignored, isolated, and abandoned by successive governments. We are not “migrants”; we are the victims of genocide, forcibly hounded out from our homes and hearths, from our Kashyap Bhoomi—by a wave of terror, hatred, and ethnic cleansing. Yet, instead of recognizing our pain and addressing our demands, the Central Government continues to turn its face away, burying our tragic history under the rubble of political convenience.
Why this injustice? Why this silence? The Indian Parliament granted two Assembly seats specifically for the displaced Kashmiri Pandit community. But where have these two’ seats disappeared? Why has the government, despite repeated promises, refused to operationalize these rightful political representations? Denying us our voice in the democratic process is a direct assault on our identity and dignity. The government must restore these two Assembly seats without further delay and ensure fair political representation for displaced Kashmiri Pandits. This is not a matter of mere tokenism—it is our fundamental right.
We have been robbed of our homes, lands, and cultural heritage. Through distress sales, land to tiller draconian laws and illegal encroachment, our properties were looted and seized. Justice must be served by establishing a fast-track mechanism to restore our properties and temples. Distress sales conducted under duress must be declared null and void in practical manner, and those occupying our lands illegally must face punitive action. This theft of our heritage cannot be allowed to continue under the shadow of apathy.
Our return to Kashyap Bhoomi must be facilitated through the creation of a secure, one-place settlement within the Kashmir Valley. This settlement must be backed by institutional and constitutional guarantees to protect our safety, rights, and future. For decades, hollow promises have been made about our return, but without a comprehensive rehabilitation plan, these assurances remain meaningless.
The plight of displaced and overaged youth must be addressed. They have lost their prime years due to forced exile and face economic and psychological hardships. The government must provide immediate employment opportunities and a dedicated financial support package to secure their future. Additionally, we demand a special employment drive for displaced Kashmiri Pandits across Central Government departments and a 5% reservation in all Central Government institutions. The economic deprivation and systemic exclusion we have faced must be rectified through concrete policy measures.
The PM package employees living and working in Kashmir face constant insecurity and administrative neglect. Despite government assurances, their working and living conditions remain unsafe and substandard. The government must address their grievances, including issues of safety, promotions, seniority, and permanent absorption into regular cadres.
The financial distress faced by the displaced community, particularly relief holders, is unbearable. With rising living costs, the current relief amount is grossly inadequate. We demand an immediate increase in the relief amount and the provision of special financial aid for the most vulnerable families.More importantly relief of Delhi — NCR relief holders to be released and restored at the earliest which is unpaid from the last Nine months now Anything less is a betrayal of the nation’s moral and constitutional responsibility.
The Government of India must formally recognize Kashmiri Pandits as the indigenous people of Kashmir. We are not outsiders—we are the rightful inheritors of Kashyap Bhoomi, with a civilizational legacy spanning millennia. This recognition must come with tangible benefits, including land rights, employment opportunities, and permanent political representation to ensure our voice is never silenced again.
Justice cannot be achieved without accountability. We demand the establishment of a Special Investigation Commission to identify and prosecute those responsible for the targeted killings, mass displacement, and destruction of our homes and cultural sites. The ethnic cleansing of Kashmiri Pandits must be recognized as genocide, and the government must pass the Kashmiri Pandit Genocide and Resettlement Bill. This legislation must acknowledge our suffering and provide a legal framework for our safe and dignified return to our Kashyap Bhoomi..
Our cultural and religious heritage in Kashmir has been desecrated, encroached upon, and neglected. The government must establish a Kashmiri Pandit Cultural and Religious Heritage Protection Board to restore and protect our temples and sacred sites. These heritage landmarks must remain under the administration of the displaced community to ensure their preservation.
Displaced Kashmiri Pandit students continue to face educational disadvantages. We demand a dedicated National Scholarship Program to ensure access to higher education for our youth presently living in Jammu,Delhi, Banglore, Chandigarh Pune and other places.Special provisions must be made for students facing financial hardships due to displacement, ensuring that the next generation is not robbed of their future.
The government must also address the specific vulnerabilities faced by displaced Kashmiri Pandit women and elderly victims. Widows, single women, and elderly community members require targeted welfare schemes, including monthly pensions, medical care, and social security measures. Ignoring these vulnerable groups only deepens the injustice and perpetuates their suffering.
The time for empty promises is over. The displaced Kashmiri Pandit community refuses to remain silent while our identity is erased and our rights are denied. We have endured enough, and we demand immediate, concrete, and irreversible action. The Government of India must fulfill its moral and constitutional obligation to correct this historic injustice. Ignoring our plight will no longer be tolerated.
Kashyap Bhoomi is our ancestral right—no force on earth can erase our identity or our claim to it. Our patience is exhausted, and our demands will not be silenced. If justice is not delivered now, history will never forgive those who turned their backs on the first victims of terrorism in independent India. The Kashmiri Pandit community is watching, and we will not rest until our rights, dignity, and ancestors land is fully restored.
