Subject: Urgent Appeal to Recognize the Authentic Rehabilitation Roadmap of Displaced Kashmiri Pandits over Unilateral Proposal by Ms. Mehbooba Mufti

Greetings.
This letter is being written on behalf of KashmirI Pandit Community under the banner of Kashmiri Pandit Conference (KPC), a representative and responsible voice of the displaced Kashmiri Pandit community , submit to bring to your immediate and kind attention our deep concerns over the recent proposal submitted by Ms. Mehbooba Mufti Ji, former Chief Minister of Jammu & Kashmir, to your good self,regarding the “return and rehabilitation” of the exiled Kashmiri Pandit community.
Sir, we are constrained to write to you as this proposal, sent by Ms. Mufti to your esteemed office and also to the Hon’ble Prime Minister’s Office, Union Home Minister, and Chief Minister of J&K, claims to represent a “dignified return” of Displaced Kashmiri Pandit community,
is , in reality, completely by passed the legitimate stakeholders that is, the displaced Kashmiri Pandit community itself and its recognised leadership bodies, including KPC, ASKPC, KSD, Panun Kashmir,AIKS ,Jagti and other camp organisations.
Sir, the Kashmir Pandit Conference ( KPC ) and the wider KP community firmly and unequivocally reject this proposal of Mahabooba Mufti in its current form. We respectfully request your office and all concerned institutions to not entertain, implement, or validate any rehabilitation roadmap that does not originate from the community itself or lacks consultation with its authentic, collective leadership.
Sir, We wish to reiterate the following fundamental truths:
1.No Decision About KPs Without KPs: Any rehabilitation proposal that excludes our community’s own voice, pain, and leadership is not only undemocratic but unacceptable. KPs are not outsiders; we are the indigenous aboriginals of Kashmir with a historical and civilisational claim.
2.Rehabilitation Must Be Based on Truth and Justice: The primary cause of our exodus was genocide, targeted killings, looting, and systemic terror. Before any conversation on return, we demand truth-seeking, accountability, and justice, including judicial and SIT/CBI inquiries into our persecution. We reiterate our long-standing demand for the passage of a Kashmiri Pandit Genocide Bill.
3.One-Place Settlement in the Valley with Constitutional Guarantees: Scattered return to old hostile neighbourhoods is unsafe and unacceptable. The Kashmiri pandit community and its representative organisation Kashmiri Pandit Conference (KPC ) and others strongly asserts the demand for a secured one-place settlement in Kashmir, with central administrative oversight, constitutional safeguards, and institutional guarantees.
4.Restoration of Property, Temples, and Cultural Identity: The return plan must include the restoration and/or compensation of our looted lands, properties, temples, institutions, and places of worship illegally occupied or destroyed over the last 36 years.
5.True Political Empowerment: Tokenism will not suffice. We seek legally guaranteed political representation, not symbolic nominations. Elected seats, representation in decision-making, and participation in bureaucracy and institutions are essential to ensure justice and voice.
6.No Political Interference or False Narratives: Individuals and parties who failed to act when in power, or remained silent during our genocide, cannot and must not act as spokespersons or architects of our return. Such attempts are misleading and politically opportunistic.
Sir, through our formal letter of response to Ms. Mufti, we have conveyed these points with clarity and solemnity. We request your kind attention for positive consideration and a clear clarification from your office on whether the UT administration endorses the views presented in her proposal, or whether it stands by the principles of democratic consultation and justice as demanded by the displaced Kashmiri Pandit community.
Sir, we also urge your good office to:
1.Reject the current political proposal as unauthorised and unrepresentative.
2.Open structured consultation with recognised KP bodies like KPC, ASKPC, Panun Kashmir, KSD, AIKS and grassroots camp leadership.
3.Support the framing and passage of a KP-specific Rehabilitation Bill in Parliament and/or J&K Assembly.
Sir, we remain committed to justice, democratic values, and peaceful resolution. But we must insist that our return and rehabilitation happen on our terms and conditions, not through externally imposed narratives or political tokenism.
