Mercy appeal for justice and pay parity for Multitasking Staff (MTS/Class IV Employees) including of PM package employees of Union Territory of Jammu and Kashmir

Jammu : I write to your goodself on behalf of the severely underpaid Multitasking Staff (MTS/Class IV) employees, including PM package employees of Jammu and Kashmir, who are serving diligently across various departments in the Union Territory. Despite their designation, many of these employees perform duties akin to Assistants, involving critical file processing.

 

Sir, it is disheartening to note that while the Central Government, in line with the 7th Pay Commission, set a minimum basic pay of Rs. 18,000 per month for Level-1 employees, the erstwhile state of Jammu and Kashmir reduced this to Rs. 14,800 through SRO 193 dated April 24, 2018. This disparity has unjustly deprived our employees of the benefits intended by the 7th CPC, unlike their counterparts elsewhere in the country.

 

Sir, furthermore, despite recent reforms benefiting employees in the newly formed Union Territories post August 5, 2019, these dedicated MTS members have been overlooked. Their plight is exacerbated by exceedingly low wages, making it arduous to support their families, educate their children, and maintain their health.

 

Sir, we earnestly appeal to your esteemed office to rectify this injustice by elevating the minimum basic pay of MTS (Class IV) employees to Rs. 18,000 per month, aligning with the 7th CPC recommendations. Additionally, we urge the abolition of the discriminatory sub-pay scales (LS-1, LS-2, LS-3) introduced under SRO 193/2018.

Sir,this corrective action is crucial to ensure equitable treatment for our MTS employees, bringing them at par with their peers in other parts of the country. Their dedicated service warrants nothing less than fair compensation and recognition of their essential role in the governance framework of Jammu and Kashmir.
