Subject: Immediate Arrangement of Safety, Security, and Work-from-Home Facilities for PM Package Employees and Other Hindu Employees in the Valley

Hournrable Sir,
Most respectfully ,we submit to your good self with a deep sense of urgency regarding the alarming and deteriorating situation faced by employees working under the Prime Minister’s Package (PM Package), particularly those posted in District Srinagar and other adjoining areas.

Sir, the recent massacre and targeted attack on innocent Indian tourists of the Hindu community in Pahalgam has further exacerbated the already fragile sense of safety among these employees. There is a palpable atmosphere of fear and helplessness prevailing among them. They are feeling completely abandoned and insecure, yet expected to continue their duties under constant psychological threat. It is a matter of great sorrow that despite repeated incidents highlighting their vulnerability, no concrete and meaningful action has been initiated by the administration to safeguard their lives and dignity.
Sir, they continue to reside in rented houses, unsafe, unattended, and unheard , despite repeated assurances and promises made by the administration for the allotment of safe and secured government accommodations. However, nothing substantial has been done so far, forcing them to live in vulnerable rented spaces without any security, constantly under fear and threat.
Sir it is extremely unfortunate that even the basic option of “Work from Home” is being denied to these employees despite the prevailing hostile circumstances. This refusal not only exhibits a lack of empathy towards their situation but also reflects an alarming degree of administrative insensitivity to the value of human life. Expecting these employees to discharge their duties under constant fear and mortal danger is not just unfair but inhuman. Their mental trauma and physical insecurity are building towards an unbearable point.

Sir, the truth is that these employees are bravely serving the Union Territory of Jammu and Kashmir in the spirit of national integration and development. Their selfless service should be a matter of pride for the administration, yet they are being subjected to gross neglect and treated as expendable. It must be recognized that ensuring their safety and dignity is not a favor but an obligation.

Sir, the administration must, without any further delay, expedite the immediate allotment of Government accomodation to these PM package employees of District, Sringar. Till these permanent accommodations are provided, it is imperative to arrange secure and guarded interim housing facilities. Dedicated security arrangements around their rented accommodations must be organized on a war footing. Most importantly, these employees should immediately be granted the facility of “Work from Home” until proper and satisfactory security and accommodation arrangements are put in place.
Sir, the lives of these employees cannot and must not be left to chance. Each passing day without action deepens their sense of betrayal and pushes them further into despair. We must act before another tragedy strikes, for which the system will have no excuse to offer. The current situation demands emergency action, empathy, and utmost seriousness at the highest levels of the administration.

Sir, we appeal to your good self with folded hands to personally intervene and ensure immediate and effective measures are taken to safeguard the precious lives of these employees. Their contributions to the rebuilding of Jammu and Kashmir are invaluable and must be acknowledged not just through words but through actions that guarantee their safety, dignity, and peace of mind.
Sir, we trust that under your visionary leadership, the administration will rise to the occasion and fulfill its moral, constitutional, and human duty towards these employees.
