Urgent and Earnest Appeal for Immediate Consideration and Implementation of a One-Place Comprehensive Settlement Plan for Displaced Kashmiri Pandits in Kashmir Valley

With profound respect and unwavering faith in your bold and visionary leadership, I, on behalf of the Kashmiri Pandit Conference (KPC) and the lakhs of displaced Kashmiri Pandits across the globe, most earnestly submit this historic and urgent appeal for your kind consideration, approval, and time-bound implementation of a comprehensive, community-centric, one-place settlement plan for our permanent return and dignified rehabilitation within the Kashmir Valley.

Sir, the Kashmiri Pandit community an intellectually vibrant and spiritually deep-rooted civilizationhas been living in forced exile for the last 36 painful years, since the ethnic cleansing of 1990. The mass exodus, caused by targeted killings, death threats, and systemic persecution, forced our entire population to flee overnight abandoning homes, temples, heritage, and the sacred land of Kashyap Rishi, leaving behind centuries of cultural and civilizational contributions.

Sir,despite multiple assurances from successive governments, no concrete, safe, and holistic plan has ever been implemented to reverse this historical injustice. It is now time, Sir, under your dynamic and nationalist leadership, to convert decades of suffering into a roadmap of return, rehabilitation, and rebirth.

In this spirit, the KPC proposes a nationally important and urgent plan to create a well-secured, self-contained, and fully developed one-place settlement, to be carved out in the strategic and secure border belt extending from District Kulgam till Kishtwar area, touching the border that separates Jammu and Kashmir. This specific location holds both strategic and emotional relevance offering natural protection, cultural continuity, and administrative convenience due to its proximity to the Jammu region.

Sir, this proposed one place settlement, aims to resettle 4 to 5 lakh displaced Kashmiri Pandits with dignity, inclusion, and complete ecosystem development. Key features of the plan include:

1.Earthquake-resistant housing colonies preserving traditional Kashmiri aesthetics;

2.Commercial zones, shopping complexes, entrepreneurship clusters, especially to revive local crafts and industries;

3.Schools, colleges, a university, libraries, and cultural institutes for preserving and promoting our language, literature, and heritage;

4.Community halls, temples, shrines, meditation centres, and spaces for religious and spiritual regeneration;

5.Hospitals, primary health centres, geriatric care, and mental health support units for the aging and trauma-affected population;

6.Structured employment zones including IT parks, small-scale industry hubs, and women/youth entrepreneurship programs to ensure 100% employment of our unemployed youth;

7.Well-planned recreational zones, public auditoriums, parks, and playfields to ensure social integration and quality of life;

8.Smart and sustainable civic infrastructure roads connecting Jammu and Valley cities, digital infrastructure, solar energy, rainwater harvesting, green belts, waste management, etc
.

  1. Employment to unemployed Kashmiri Pandit youth and rehabilitation assistance to overage youths.
  2. This proposed settlement area is given special status under direct control of Union Territory administration (UT status) for safety, neutrality, and development,in case Jammu and Kashmir is declared full-fledged State in place of union territory status.

11.Complete and unconditional right of representation be granted to displaced Kashmiri Pandits at all democratic and constitutional forums, including the J&K Assembly, Rajya Sabha, local bodies, and others. This is essential to uphold our political voice and secure our constitutional rights.

  1. Grant of indigenous status to the indigenous Kashmiri Pandit community in the valley along with its benefits

Sir, we handfoldedly appeal that this entire proposal be taken up, debated, and passed during the ongoing Monsoon Session of Parliament, and a formal proposal for its approval and passage be placed before the Jammu and Kashmir Legislative Assembly as well.
. Sir, also Central Task Force under the Ministry of Home Affairs, with mandatory representation of the displaced community, be constituted to monitor, coordinate, and implement this entire project in a time-bound and transparent manner.

Respected Sir, this is not a demand for privilege but a plea for justice and survival. Our return to our roots is not just about homes,it is about healing, dignity, identity, and the spiritual restoration of Bharat’s soul in Kashmir. We firmly believe that under your committed and nationalist leadership, this long-pending injustice can be rectified and transformed into a moment of pride in India’s civilizational resurgence.

Sir, with full confidence in your just and sensitive leadership, the entire displaced community awaits your urgent and affirmative action.
