J&K ACB Registers FIR Over Illegal Construction, Encroachment at Rajbagh

Srinagar, CNI NEWS: The Jammu and Kashmir Anti-Corruption Bureau (ACB), Srinagar has registered an FIR against several officials and beneficiaries over alleged illegal construction and encroachment of State land in the Rajbagh area of Srinagar.

The case, registered as FIR No. 10/2026, follows a Joint Surprise Check and subsequent verification into allegations concerning construction of a multi-storey building in the flood basin and fringe area of River Jhelum.

According to the ACB, the verification prima facie revealed irregularities in the grant and subsequent modification of building permissions, including an alleged substantial increase in plinth area and building height without obtaining mandatory No Objection Certificates (NOCs) from the concerned departments.

The probe also allegedly detected encroachment of around 2.9 kanals of State/Kahcharai land, besides construction over drainage infrastructure and within the prohibited river-fringe zone.

Those named in the FIR include then Senior Town Planner SDA Muneer Ahmad Khan, then Joint Commissioner Planning SMC R.K. Tutoo, then In-charge Assistant Town Planner SMC Ulfat Jan, other concerned officials, and beneficiaries Gulzar Ahmad Sheikh and Parveena Akhter.

The accused have been booked for alleged abuse of official position, criminal conspiracy and facilitating unauthorized construction and encroachment under relevant provisions of the J&K Prevention of Corruption Act and RPC.

The ACB said further investigation into the matter is underway. CNI NEWS
