LCMA’s Vigilance: Overcoming Challenges to Curb Illegal Constructions

Srinagar,15 June:(CNI) In recent years, the Lakes Conservation Management Authority (LCMA) has made significant strides in tackling the pervasive issue of illegal constructions despite facing manpower constraints. Situated in a region known for its scenic beauty and environmental significance, the LCMA has been entrusted with the task of preserving the natural habitat while ensuring sustainable development. Overcoming challenges such as limited resources, the authority has shown remarkable efficacy in its enforcement measures.

The LCMA’s efforts have been commendable, especially considering the operational hurdles it faces. With a pressing need for advanced equipment to expedite demolition processes and enhance deterrence against illegal constructions, the authority has highlighted the urgency of modernizing its infrastructure. By equipping themselves with the latest tools, the LCMA aims not only to accelerate demolition procedures but also to create a stronger deterrent effect, dissuading potential violators from encroaching on protected areas.

In a bid to streamline administrative processes and encourage compliance, the LCMA has revamped its permission procedures, making them more accessible through an online portal.

This initiative seeks to simplify the application process for building permits, urging the public to adhere to legal requirements and avoid unauthorized constructions.

A recent ruling by the Honorable High Court has further clarified the regulations concerning construction activities. It permits repair and renovation of existing structures within 200 meters, including reconstruction over the existing plinth area. This decision aims to balance preservation with development needs, ensuring that older structures can be maintained without compromising environmental integrity.

Moreover, the LCMA’s Masterplan allows for certain commercial activities in designated green areas and within 200 meters from Dal Lake. This strategic zoning aims to harness economic opportunities while safeguarding the region’s natural assets, encouraging sustainable development practices.

The LCMA has maintained a proactive stance against illegal constructions through various enforcement drives.

Recent statistics underscore their diligence: over the past year, the authority has conducted multiple demolition drives, resulting in the removal of 665 illegal structures. Additionally, routine demolitions have accounted for 280 structures, while special drives targeting specific violations have led to the demolition of 141 structures.

The authority’s enforcement efforts extend beyond mere demolitions.

They have initiated legal actions such as lodging FIRs, issuing notices, and sealing properties to enforce compliance with regulatory norms. Such measures are crucial in reinforcing the rule of law and ensuring that environmental regulations are respected.

Despite facing equipment shortages, the LCMA continues to operate effectively, emphasizing the importance of public cooperation in achieving their goals.

They have appealed to residents to obtain permissions directly from the LCMA, avoiding intermediaries who might exploit the system for personal gain.

The head of LCMA’s enforcement wing has been lauded for his exemplary leadership and dedication, earning praise from local communities for his commitment to upholding environmental standards.

His proactive approach and strategic initiatives have bolstered the authority’s credibility and effectiveness in combating illegal constructions.(CNI)
