Jammu : We are inviting your kind attention towards deep concern regarding recent directives affecting the issuance of ration to displaced Kashmiri Pandits (KPs) in Jammu. As you are aware, these KP migrants have been forced from their homes and have endured immense hardships since their displacement from the Kashmir Valley.
Sir, the recent mandate requiring biometric authentication of the head of each KP family for ration distribution poses a severe challenge to these displaced KP migrant families. Many of them are compelled to earn their livelihoods in distant cities like Delhi, Mumbai, and Chandigarh, often leaving their families behind in Jammu. The practicality of requiring monthly biometric verification in such circumstances is highly impractical and burdensome.
Sir, furthermore, it’s important to highlight that all the KP migrants possess temporary ration cards and not BPL (Below Poverty Line) or APL (Above Poverty Line) categorizations ration cards due to their unique status as displaced persons. They do not have defined residences and await permanent rehabilitation, which makes adherence to stringent biometric measures even more challenging.
Sir, we urge the authorities to reconsider and postpone the implementation of biometric authentication for ration distribution until a comprehensive solution for their permanent rehabilitation is achieved. The current directive not only adds to the financial burden of these families but also undermines their dignity and rights as displaced citizens.
In light of these concerns, we respectfully request the following actions:
1.Immediate Suspension of Biometric authentication until a more feasible solution is devised.
2.To Initiate a dialogue with representatives of displaced KP communities to understand their unique challenges and explore viable alternatives.
3. To accelerate efforts towards the permanent rehabilitation of displaced KPs either in Kashmir or elsewhere, consolidatedly at one place to live together to safe guard their religion, culture and own living style.
4. To simplify the process of ration distribution by allowing alternative methods of verification that accommodate the mobility and circumstances of displaced families.
Sir, we sincerely hope that our concerns are addressed with empathy and urgency. The plight of displaced Kashmiri Pandits demands compassionate and practical solutions, ensuring their basic needs are met without additional hardship.
