Sir, the plight of the Kashmiri Pandits, after their forced exodus and ethnic cleansings during the tumultuous years of 1989-90, has left a scar on the conscience of our nation. Despite numerous efforts and initiatives, the dream of a dignified return and resettlement on our ancestral land of Kashyap in Kashmir valley has yet to be realized.
Sir, the necessity for a well-planned and comprehensive settlement at “one place ” in Kashmir valley cannot be overstated. Such a settlement must be well equipped with all modern facilities and necessities, ensuring a dignified and sustainable livelihood for the returning of Kashmiri Pandit community members. It is imperative that this settlement embodies the writ of the Indian Constitution, guaranteeing the fundamental rights and security of every individual.
Sir, the key Features of the said Proposed Settlement is as under.
1. “Comprehensive Security and Safety”
– Establishment of robust security infrastructure to ensure the safety of the residents.
– Deployment of a dedicated security force to maintain peace and order.
