Urgent and Earnest Appeal for Intervention Against Illegal Grabbing, Distress Sale, Destruction of Properties, and Mass Crimes Committed Against Displaced Kashmiri Pandits

With profound grief and heartfelt anguish, we the exiled and displaced members of the Kashmiri Pandit community submit this earnest appeal to your august office. It is not merely a memorandum of grievances, but a desperate cry for justice, dignity, and rightful restoration of what has been forcibly, unjustly, and systematically taken from us over the past three and a half decades.

Sir, since our tragic and forced exodus in 1989–90, we have endured unimaginable pain, displacement, and dispossession. Our lives, heritage, homes, temples, lands, shops, institutions, and identities were ravaged ,our very existence shattered. And yet, our sufferings remain unaddressed, our voices unheard, and our wounds ignored by the very institutions meant to protect us.

Sir, the stark and bitter truth is that hundreds of our community members were brutally killed in a pre-planned, targeted campaign of ethnic cleansing—slaughtered in their homes, offices, fields, buses, and even temples. Not a single credible probe, trial, or conviction has followed in all most all cases. The murderers, arsonists, and looters continue to roam free unpunished and emboldened.

Sir, simultaneously, over the years, a nexus of land grabbers, local elements, and corrupt officials has orchestrated the illegal occupation, manipulation of revenue records, and fraudulent mutations of our ancestral properties. Thousands of kanals of land, homes, orchards, and commercial establishments have been wrongfully transferred without consent or knowledge of the rightful owners through coercion, fear, deceit, or administrative collusion.

Sir, many families, under threat to life and limb, were forced into distress sales, while others simply saw their burnt and abandoned homes taken over with impunity. Despite countless representations and legal attempts, there has been no comprehensive investigation, no meaningful redressal, and no justice.

Sir, even today, our humble appeals and applications often receive no attention even at the Tehsildar level, and our repeated pleas seem to languish unnoticed in the files of an unresponsive bureaucracy. It pains us to say that the very system meant to safeguard our rights appears, at times, either indifferent to our plight or silently complicit through inaction. This continued neglect deepens our sense of alienation and adds to the long-standing trauma of displacement.

Sir, in light of these grave injustices, we most humbly and resolutely demand the following concrete and time-bound actions:

1.Constitution of a High-Level Judicial Commission to probe all cases of targeted killings, massacres, loot, arson, and other crimes committed against the Kashmiri Pandit community since 1988—ensuring justice and accountability, irrespective of the power or position of the accused.

2.Creation of a dedicated Special Investigation Team (SIT) or Commission to thoroughly examine all fraudulent mutations, illegal encroachments, and distress sales of properties belonging to displaced Kashmiri Pandits.

3.Immediate nullification of manipulated revenue records and restoration of illegally occupied land, houses, and commercial properties to their rightful owners.

4.Where restoration is unfeasible, owing to structural changes or prolonged occupation, fair and adequate compensation ,based on prevailing market rates must be granted.

Official custody of all properties left behind by the displaced community should be taken by respective Deputy Commissioners until rightful return or settlement—preventing further encroachments or misuse.

This is not just a matter of land or buildings, it is a matter of identity, justice, and the fundamental rights of a nationalist and peace-loving community that has stood by the Indian nation through every trial and tribulation.

Sir, are we not equal citizens of the Republic of India? Why have we been reduced to second-class citizens in our own ancestors land , dispite of being arbiginies of Kashmir Valley? Why has our suffering been met with silence?

Sir, we turn to your visionary and resolute leadership with our final hope and enduring faith in the Indian Constitution. We believe that under your stewardship, the long-ignored injustices against our community can and must be redressed.

With folded hands and unwavering trust, we implore your good self to act with urgency and historic responsibility.
