Urgent Appeal for High-Level Probe and Immediate Action Against Illegal Grabbing, Tampering, and Encroachments of Displaced Kashmiri Pandits’ Properties & Implementation of Distress Sale Act & Migrant Property Act (1997).etc.

Hournrable Sir, On behalf of the displaced Kashmiri Pandit community, I

bring to your urgent attention the serious and ongoing issue of illegal encroachments, tampering of land records, fraudulent mutations, and unauthorized occupations of properties belonging to displaced Kashmiri Pandits. It is deeply concerning that influential individuals, politicians, land mafias, and anti-social elements have unlawfully seized and regularized these

encroachments through fraudulent means, including violations under Sections 4 and 8 of the J&K Agrarian Reforms Act.Sir, this blatant land grabbing has caused immense financial losses and severe mental distress to the victim families who were already forced into displacement.

The illegal occupation and tampering of revenue records have deprived many displaced Kashmiri Pandits of their ancestral properties, orchards, and lands, leaving them helpless despite being rightful owners.Sir,in light of the above, I earnestly request the following for immediate actions:1.High-Level Probe: A fair and

transparent investigation should be conducted into all cases of illegal occupation, fraudulent mutations, and tampering of records related to displaced Kashmiri Pandits’ properties. Those responsible for these irregularities, including government officials involved in record tampering, must be held

accountable.2.Protection of Migrant Properties: As custodians of migrant properties, all Deputy Commissioners must ensure the proper maintenance of revenue records and prevent any further manipulation or encroachment of displaced Kashmiri Pandits’

properties.3.Implementation of Distress Sale Act & Migrant Property Act (1997): The provisions of the Jammu and Kashmir Migrant Immovable Property (Preservation, Protection, and Restraint on Distress Sales) Act, 1997 must be enforced in letter and spirit to prevent further distress sales and unauthorized occupations.4.Activation of the Defunct Migrant Grievance Portal: The existing

online grievance redressal system for migrants has remained largely ineffective. It must be revived, strengthened, and actively monitored to ensure timely resolution of land disputes faced by displaced Kashmiri Pandits.5.Identification and Restoration of Encroached Lands: A

comprehensive survey should be conducted to identify encroachments on Kashmiri Pandits’ properties. The original owners or their legal heirs should be restored to their rightful land and assets.6.Cancellation of Illegal Mutations: All fraudulent land transfers and illegal mutations under Sections 4 and 8 must be reviewed and

revoked immediately. Strict legal action should be initiated against those responsible for such fraudulent transactions.7.Strict Action Against Encroachers and Land Mafias: Authorities must ensure strict action against influential persons,

politicians, and anti-social elements involved in illegally grabbing and selling displaced Kashmiri Pandits’ properties.Sir, the Kashmiri Pandit community has been running from pillar to post for justice, yet the system has failed to provide relief. It is time for the administration to take

strong action to rectify these historical wrongs and provide the displaced community the justice they deserve.Sir , I trust that you will take cognizance of this grave matter and take immediate, effective steps to protect the rights and properties of displaced Kashmiri Pandits.
