On behalf of the Prime Minister’s Package (PM Package) employees and the Kashmiri Pandit Conference (KPC), I am very humbly and respectfully bring to your immediate and compassionate attention a matter of grave injustice affecting these dedicated PM package employees, who continue to serve under challenging conditions in Kashmir valley.
Sir, it has come to our notice that S.O. 192 and S.O. 194, which previously governed the service conditions of PM Package employees, have been effectively repealed under S.O. 425, dated 06 September 2022. Despite this legal repeal, the retrospective effect, which would rightfully restore all benefits, allowances, and increments, has not been granted. As a consequence, PM Package employees continue to be deprived of their lawful entitlements beyond basic pay and medical allowances (MA) since 17 June 2020.
Sir, this discrepancy is not only a legal oversight but also a moral and humanitarian issue that has caused severe financial and emotional distress among the affected employees, who have remained committed to their duties despite enduring personal hardships and security risks.
Sir, in light of this legal and administrative gap, we urgently request your esteemed offices to take immediate corrective measures through the following actions:
- Official Acknowledgment of the Repeal:
Kindly Issue a clear and binding order affirming that S.O. 192 and S.O. 194 are no longer applicable to PM Package employees with retrospective effect from 17 June 2020, ensuring that no adverse administrative actions are taken under these now-repealed provisions. - Restoration of Benefits and Allowances:
Kindly direct the concerned departments to reinstate all financial benefits, increments, and other entitlements denied to PM Package employees since 17 June 2020, and ensure the immediate disbursement of arrears arising from the delay. - Expedited Resolution of Sub Judice Matters:
Kindly take proactive steps to resolve all pending cases arising from these repealed notifications by providing legal clarifications to the concerned judicial and administrative authorities, ensuring a swift and fair resolution that reflects the repeal’s retrospective application. - Administrative Clarity and Relief Measures:
Kindly issue a formal notification clarifying the non-applicability of these orders with retrospective effect, thereby safeguarding the rights and livelihoods of PM Package employees and restoring their trust in the administration’s commitment to their welfare.
Sir, it is deeply unjust that these dedicated employees, who were promised dignity, security, and fair treatment, continue to face bureaucratic indifference despite the legal repeal of restrictive policies. Your urgent intervention will not only correct this injustice but also serve as a beacon of hope for these employees, reaffirming the government’s resolve to uphold fairness, justice, and employee welfare.

Sir,we earnestly await your timely action and compassionate intervention, which will provide much-needed relief and restore the rightful benefits of PM Package employees who have stood resilient in service to the Union Territory of Jammu & Kashmir.
