Dialogue with the Government, Not with Hurriyat and Separatists On Return of Kashmiri Pandits : Kundan Kashmiri

Certain unnecessary statements and vedio clips have recently been made regarding the return of displaced Kashmiri Pandits to the Valley, suggesting that talks and negotiations should take place with figures like Mirwaiz Umar Farooq and his like-minded parties. Such claims are misleading and an insult to the decades-long struggle and sacrifices of the Kashmiri Pandit community.

Any dialogue regarding the return and rehabilitation of Kashmiri Pandits must take place only with the Government of India, not with Hurriyat, separatists, or those who were directly or indirectly responsible for their forced exodus. The responsibility for ensuring their safe and dignified return lies with the Indian state, as it is a constitutional duty of the government—not of those who engineered, justified, or remained silent during one of the most tragic ethnic displacements in independent India.

The Hurriyat and other separatist factions have never acknowledged the pain and suffering of Kashmiri Pandits. Instead, they have actively propagated an agenda that justified their forced migration, directly or indirectly endorsing terrorism and anti-India sentiments. Engaging with such forces would mean giving legitimacy to those who destroyed the composite culture of Kashmir and shattered the trust of its minorities. Separatist leaders like Mirwaiz neither represent the interests of Kashmiri Pandits nor hold any official authority to negotiate on matters of rehabilitation. Their political existence is based on serving external forces and exploiting the Kashmir conflict for personal and ideological gains. Kashmiri Pandits cannot and will not seek approval from those who worked tirelessly to erase them from their ancestors land.

Before even discussing return, there needs to be a strong commitment from the Government of India to deliver justice for the atrocities committed against Kashmiri Pandits. The wounds of the 1990 genocide remain fresh, and not a single perpetrator has been brought to justice. Until that happens, any conversation with separatists who shielded these criminals is a betrayal of the Kashmiri Pandit cause. The idea of inclusive rehabilitation, where Kashmiri Pandits are expected to reintegrate into the existing demographic structure without security guarantees, has already been rejected unanimously by the displaced community. Rehabilitation cannot be reduced to token settlements or symbolic gestures—it must ensure safety, political empowerment, one place settlement and economic viability. Any talks that ignore these fundamental concerns hold no meaning.

The demand for a dignified return is not a charity but a fundamental right of Kashmiri Pandits. It is the constitutional responsibility of the Government of India to ensure that the victims of ethnic cleansing are given justice, security, and a rightful place in Kashmir. Any dialogue or negotiation must be with the Union Government, which has the legal and moral obligation to correct this historical injustice. Those who advocate engaging with separatists or Hurriyat-backed voices within the Kashmiri Pandit community are either ignorant or complicit in a larger conspiracy to dilute the issue. A handful of so-called Kashmiri Pandit representatives who are already aligned with anti-national forces cannot decide the fate of an entire community that has suffered for more than three decades.

On behalf of the displaced Kashmiri Pandit community, it is imperative to reiterate that there will be no talks or negotiations with separatists, as they are part of the problem, not the solution. The rehabilitation of Kashmiri Pandits must be led by the Government of India and guarantee security, political representation, and justice. The return of Kashmiri Pandits cannot be forced, symbolic, or superficial—it must be structured, safe, and dignified consolidatedly at one place..

The rehabilitation of displaced Kashmiri Pandits is the sole responsibility of the Government, which has both the capacity and resources to undertake this task. The question arises: where does the Hurriyat or any separatist group and their likes derive the financial strength to rehabilitate the victimized Kashmiri Pandits? Their sudden interest in engaging with the community seems nothing more than a political maneuver to serve their own agendas.

Moreover, the safety and security of Kashmiri Pandits is also the Government’s responsibility. There exists a complete trust and confidence deficit, as the community can never place faith in those who once betrayed, deceived, and inflicted unbearable suffering upon them. The horrifying slogans that once echoed in the streets—“Battev Bager, Batnev Saare” (Leave without your women, or we will take them all) and “Yahan banega Pakistan, Pandit aurat ke saath, Pandit mard ke bagair” (We will make Kashmir Pakistan, with Kashmiri Pandit women but without their men)—are still fresh in memory. How can a community that faced such brutality ever believe in the false narratives of those who once orchestrated their exodus?

Ultimately, it is only the Government that must take decisive action to rehabilitate displaced Kashmiri Pandits, ensure their safety, and fulfill their long-pending demands with sincerity and resolve.

The Government of India must act decisively. The return of Kashmiri Pandits is not just a community issue but a test of India’s commitment to justice, secularism, and national integrity. The Kashmiri Pandit community will never accept any indirect or direct dialogue with Hurriyat, nor will it compromise on its rightful demand for justice, security, and dignity. The road to rehabilitation runs through New Delhi, not through the corridors of separatist politics in Srinagar..
